Sails are billowing as the various vessels grapple with the conditions. The work is unsigned but its by an accomplished hand. Note the details of the near silhouetted town with its factory, windmill and steeple beyond. Its plausible that its a Dutch view. Stylistically, the work feels akin to those by Danish artist Vilhelm
